HDM served as an objective advisor and planner for the merger of three major utilities and their GIS operations. HDM developed a final plan that encompassed a wide range of issues including evaluation of existing data, systems, and initiatives; identification of alternatives; estimates of alternatives' benefits and costs; recommendations for GIS software and system architecture; and the final migration plan. HDM also identified additional opportunities for GIS/IT within the new organization.
